What are Local Environmental Plans?
How is a local environmental plan prepared?
A local environmental plan is proposed, by a local council or by the Minister for Planning. The council carries out a local environmental study. This deals with topics like environmental conservation, housing and settlement, and suitable infrastructure development for industry. It allows the council to identify and focus on important issues.
The council prepares a draft plan, assisted by general directives from the Minister for Planning. The council then invites the community to comment on the plan, along with the local environmental study.
The council considers the comments made by members of the public, and may incorporate them into the draft plan.
With the Minister’s approval, the plan becomes law and is published in the Government Gazette.
As a merged Council, Cootamundra-Gundagai Regional Council is required to prepare a single LEP that covers the entire local government area. Since 2018 Council has undertaken a variety of strategies and studies which will inform the development of the new LEP. More studies and strategies are planned to identify gaps and issues that currently exist and came be addressed in the new LEP. The studies that have been adopted by Council are:

Cootamundra Local Environmental Plan 2013
The Cootamundra Local Environmental Plan 2013 came into effect on 26 July 2013.
The Local Environmental Plan replaces Interim Development Order No 1 – Shire of Cootamundra and associated amendments.

Gundagai's Local Environmental Plan 2011
The Gundagai Local Environmental Plan came into effect on 23 September 2011.
The LEP is read in conjunction with the list of state environmental planning policies, Ministerial Directions and deemed state environmental planning policies (formerly regional environmental plans). Collectively all planning instruments are affected by the Environmental Planning and Assessment Act.
